argue that that is a green building feature, as well. since 1974, we have a lot of stuff. energy and water conservation. these are already required to be provided at the time of sale of the building. it is very limited at the moment, energy and water conservation. you have to make sure you have a certain volume, 1.6. gallons per flsh. there is an interesting approach to green building, the historical approach, part of the state building code. and what the state says is that where it is a qualified historic building, more than 50 years old and with some historical value -- it does not have to be a resource, but it must be a landmark -- you may use the building code. in lieu of the regular california building code, in place of what they call the regular code. that allows you to do things to preserve the integrity of the building, and people say that saving the building is the greenest thing you can do because of the energy and materials. all sorts of opportunities, but it is not written as a green coat. but really, that is the fact a bit. >> yes, absolutely. of course there are lim

of energy can be lower than the utility. it can be a little higher, but at least it is predictable. >> i was encouraged last week to talk to one of the credit unions hear about the concept of having unsecured loans of up to a small amount, $20,000 for green building, to make it really easy for people to get money to have upgrades. i think we are seeing these kinds of products coming forward in a year or two, so you can do insulation. we have a special program for you, a public service program. >> one challenge the financial industry had is what does it mean? a single photo system as a particular set of parameters and output, but building grades are well attended to, appropriate for the building. that is being addressed by the development of national underwriting standards for green building, so it should be a lot easier for things to be provided and for banks to recognize the value of their borrowers reducing energy and liability, so they are a better credit risk than other types of investments they could make. because there is a great deal of activity in that area. >> the last year has

experience in the energy generation field to guide community choice aggregation to the creation of the clean power sf program and for those who have been working on this for so many years they know that -- i think all of us recognize that taking that job was a very courageous ookt on the part of mr. campbell. he crafted several proposals to ensure that the program had technical assistance and service provider in order to launch. he lead the negotiating team to acquire contracts for energy supply as well as back office services, critical launching to the program. he lead countless meetings between the puc and community advocates and the commission and reflected not only what we needed to see as a city agency and address the needs and concerns outlined by the advocates. mr. campbell's monthly updates to this body were instrumental in letting us know what was happening and we especially appreciate the fact that he always took the feedback into consideration and we wouldn't be here without his ability to do that. mr. campbell's commitment to clean power sf ensured a viable program that met a

all around the bay area to push for local clean energy and local clean alliance and without that group we also wouldn't be here and i want to put out the kudos to all those folks. they did incredible work. as to next steps i think the measure that was passed at the board of supervisors on the 18th was exactly the right way to pass it, and i am glad the amendments that got passed got passed and the ones that didn't, didn't and i think it's important to recognize the concerns that the mayor is raising are valid concerns and want to make sure folks know that the advocates share the concerns and as i said in the finance and budget committee and if we roll it out and it's not popular and people get freaked out for the price or didn't know what they were going to spend that is not good for clean energy. it's bad for it. it would turn people away from it, so you have the commitment of the advocates that we will stay on the case. we want to work monthly with the staff and local power to get this under way in the right way, i would always mention as far as outreach goes advocates now think

rate. 70% of our waste is recycled, compost, or diverted. being a sustainable city, we are energy-efficient. our energy program is a partnership that we have put together with pg&e and we help small businesses save money on energy bills and reduce carbon emissions. in san francisco, we are also renewable the powered. we have about 3000 solar installations throughout the city and county of san francisco, equalling 19 megawatts of solar. we are also working toward being 100% powered city in the next 10 years. finally, in san francisco, it means we are ev ready. we're making it easier for residents to take charge of their electric cars. the city now operates 50 publicly available charging stations at 15 locations. these are found at city parking garages, at the airport, treasure island, and by the end of 2012, the city will add another 30-40 charges. of note, the public uses the stations, the cost will be free up until the end of 2013 and all of the stations are powered with power that is greenhouse-gas free. adding to the infrastructure, many charging stations are also being impleme

. the police surely don't have enough resources to be everywhere every minute. where do you put your energy. we think you should be putting your energy here. if we know these 20 intersections -- they're not all intersections, 20 locations are the worst and the most problematic, are where most people get hurt and should height vulnerable road users, people walking and biking, are 30 times more likely to be hurt at one of these intersections. if we know these are the problem, let's put our enforcement efforts there. i would be happe happy to go there and put our materials out. i would like to see the police department and the m.t.a. efforts focused on these locations. i would like to see you all coming back on an annual basis reporting, and letting them know how it goes. we know these are problem intersections, might will be a problem with the makeup of the street? possibly see. i'd love to see a report that actually comes back and shows you progress. just like the state of cycling, we don't know if we're doing better unless we track it and unless there is transparency there. in conclusion, i wan

energy capital of, of the united states. and that's why i think we need to do everything we can to bolster tourism because it's still the backbone of our economy. when it comes to issues that effect the state of nevada, our delegation has worked very, very well together. let me give you an example. yucca mountain. it doesn't matter what party you're in, what side of the aisle. the fact of the matter is that the nevada delegation stood fast when it came to protecting the people of the state of nevada from acquiring nuclear waste from the rest of the country. i think that's one good example. when it comes to other things, i worked very closely and across the aisle with people every day when it comes to our support for israel, when we insure that the iranians don't acquire nuclear weapons, and i think i would work with anybody to make sure that we got our economy back on track, to get our budget under control and we end wasteful spending. >> moderator: okay, thank you. senator heller? heller: rick, thanks for the question. i appreciate the opportunity to talk about something i thin

% or many this quarter with energy leading the way followed by tech, consumer discretionary and financials. some of the risk on you could see in those groups. with the energy sector the best performing stocks we saw, cameron international. one of the standout weak links in the sector, alpha natural resources, down about 25%. meantime, tech, the second best performer up about 7%. some really big movers here we saw. first, computer sciences. google, western digital. these were seeing 30% to nearly 50% moves. on the downside, we saw amd having a 41% drop for the quarter. to give you a little bit of perspective on that competitor, intel down only about 14%. finally, the utilities was the worst performing sector this quarter. the only one up today. aes first energy was a lagger. it wasn't all bad news. nrg energy and american electric power were higher, as you can see there. a lit of a mix. when all is said and done, not a bad quarter, given both the domestic and international environments, the uncertainty we've seen, the election is coming. we did well for the third quarter. >> all right. sure

bought some stocks in are the energy area and the industrials area recently. >> were you going to just jump in? sorry about that. >> yeah, i was going to ask -- peter was talking about looking for a pullback. i think a lot of people are looking for the pullback. that's the tough part. if everyone is looking for the pullback, it may not come or when we want it. it could be put off for quite a ways. >> that's a good point. what about that? you don't want to fight the fed, right? >> yeah, i guess not, but i think the market is kind of at least at a stalemate with the fed here. if you look back to when qe 3 was announced, we're just about even, maybe a little bit higher. i think that, to me, is a big warning sign that, you know, how long is it going to be? what point does the market become qe resistant? we're testing that thesis right now. i'm looking at some of the other factors. i'm looking at insider selling right now which is about 11 times higher than insider buying during september. so somebody out there is getting scared. i think that's a lot of the reasons we talk about often. fina

is basically garbage but it's wasted energy. we were talking before about how we want to make the city a little bit more energy-friendly. well, you know, how about banning ventilation systems for parked cars in this city. we have no freezing. we have no snow. do we have to have something running 24 hours a day for parked cars? that's enough for that. so what do we get? if we ask the city for better standards, for better equipment, for better design, we can modify this, though it doesn't. if we just pass a law that says, okay, zero, zero, and not 55 decibels in your house, or 45 decibels in your house at night. because that lets noise in your apartment. that does nothing to curb this. and then if you say well a new building or remodeled, you can have five decibels over the noise level in your community, or eight decibels over the level of your community, you know which way this is going. why would real estate developments pay money when they can save some money and dump this noise on you. so i'm just -- you know, i'm asking -- i'm making a judgment that nobody here in this chamber, nobody listen

limited, and what we do have an opportunity to do here is to move forward with clean energy. i've looked carefully at what's happened in marin and spoken with two members of the county board of supervisors, one who voted in favor of their cca, one who voted against it. the one who voted against it is now strongly in favor of it. that program has succeeded. of course like every new program, especially the first of its kind, there were bumps in the road. but it has succeeded to the point that other cities are opting in, even cities from outside of the county. i also just want to note that over the years, this board has given repeated direction to the puc to move afford with this. and a few years ago, the puc was considering a proposal that was not particularly strong, and it was set aside. staff has now come forward, and the puc has now come forward with a proposal that i believe everyone, even those who do not support, will say is better, significantly better than the last one. this will provide competition. it will provide a choice for consumers. i struggled with the opt out is

thank you for your interest in criminal justice and all your energies and efforts on its behalf. we know this is an issue that is of great importance to the state of california and to the nation. of course we have the opportunity to yet again lead the way here in california. we're offering a bill this year, s.b.-1506 which would redefine the crime of simple possession of a drug from felony to misdemeanor. there are 13 other states, and the federal government which already do this and in the 13 other states, we have the data that shows that we get better results, better outcomes, meaning safer communities, and surprisingly the states include not only the large eastern states of pennsylvania and new york, but also states like mississippi, south carolina, west virginia, wyoming, iowa, all of which use this mid deem charge rather than felony. and what we find in these 13 other states is that there are higher rates of drug treatment participation, lower rates of drug use, and even slightly lower rates of violent and property crime. so again, we can prove we can have safer communities. and the
